Intel i5-8400H CPU Getting Thermal Throttled

Hello Dell community, CPU temperatures are getting very high while charging, temps are reaches above 95C, when I'm just browsing, temps shouldn't reach that high while browsing. However, temperature remains normal on battery mode, but performance decreases a lot. I have cleaned fan vents and applied new thermal paste but no improvement. Just to let you know, GPU temps are normal. CPU and GPU are connected with same heat sink with fan. My point is, if there was any problem with fan or ventilation then why GPU temperatures are not getting higher like CPU?
