OS Recovery install from USB stalls after restart while loading devices.

My Inspiron 15 5584 stopped booting up. Advanced/thorough Pre-boot performance tests (all tests) all pass. The only reported issue was an old battery nearing its usable life. When repair/recover/reset all failed, I created a Recovery OS USB. The computer came with Windows 10, but had been uprgraded to 11. The Dell OS recovery USB is for Windows 10. The reinstall succeeds through restart, but locks up at this point: Getting devices ready... (stops anywhere between 12 and 75%.

Does the USB OS Recovery media creation option include OEM drivers? If not, how do I get beyond this point to successfully reinstall my OS?

Skip Windows 10 OS recovery.  You can go to MS site and download Windows 11 Creation Tool.  Run it to create a Windows 11 installation USB drive.

Forgot to mention that I cannot start in Safe Mode.

Glad to help out.  Also note that Dell support site is buggy and may not display all the drivers instantly.  For a workaround, you may have to click on Check for Updates and the website will run a scan to see if Support Assist was installed.  You just click on the x to close that popup without installing anything.  The list of drivers will be displayed.

For system drivers, you can start with installing Intel Chipset driver and Intel ME driver.  Then run Windows Updates to install the remaining drivers, some are located in optional updates.
